The government of Canada has introduced new streamlined processes for Ukrainian citizens in response to Russia’s full-scale invasion. These programs will roll out within a few days or weeks and include temporary and permanent measures. In the meantime, priority will be given to Ukrainian citizens in the current programs available.
No vaccination requirements for the Ukrainian travellers
Ukrainian citizens are exempt from vaccination requirements to enter Canada once you have a valid Temporary Resident Visa (visitor visa), Temporary Resident Permit, or written notice of approval for an application for Permanent Residence in Canada. Quarantine and testing requirements still apply to all travels.
The application process for the existing Temporary Resident Visa (Visitor Visa)
To apply to come to Canada through the current visitor visa scheme, an application can be submitted through the IRCC Portal. A lawyer can assist in this respect to ensure all relevant information is provided and all necessary documents submitted.

The issues you need to be aware of under current circumstances in Ukraine:
The Visa Application Centers are closed in Ukraine.
You either need to request a waiver of the Biometric (fingerprint and photo) requirement, or you can complete them at another Visa Application Centre outside of Ukraine.
You would need to mail in your passport to another Visa Application Centre outside of Ukraine and travel to that location to retrieve it.
