IRCC Announces Additional Measures to Tackle Canadian Immigration Backlogs

In recent announcements made by Sean Fraser, Minister of Immigration, Refugees and Citizenship, it is clear that a key priority of the IRCC is to reduce processing times and clear backlogs. In August, the IRCC committed to hiring 1250 new employees to assist with the backlogs. In September, the Minister announced the IRCC is focused on building a modernized and digitized immigration system.


Updates to Medical Examinations


In an IRCC media release dated September 1, 2022 it was confirmed that the Minister will exempt permanent and temporary residence applicants who are already in Canada and meet certain criteria from the immigration medical examination requirement. However, the IRCC has not yet specified the criteria, nor when the exemption would take effect.


Medical examinations are usually required for permanent residence applicants, as well as some temporary residence applicants. The medical exam is conducted with an IRCC approved physician and costs approximately $300 CAD. It is estimated that 180,000 people will benefit from this exemption by saving time and money.


Expanding Online Applications for Permanent Residence


Starting on September 23, 2022 the IRCC will start transitioning to 100% digital applications for most permanent residence programs. Each program will change to mandatory online applications on a different date. The September 23, 2022 date will include applications such as non-Express Entry Provincial nominee program (non-Express Entry), sponsoring a spouse or partner, and sponsoring an eligible relative. However, if individuals are not able to apply online and require accommodations they can request an alternative format.


IRCC processes are being reviewed and improved to eliminate unnecessary steps and use technology for more efficient processing. It is crucial that the backlog is cleared so Canada may continue to attract top talent, fill labour shortages and help those seeking asylum in this nation.
